EU MRLs and Food-Safety Rules for Spice and Pulse Imports from India
An overview of the EU’s pesticide MRL, contaminant and plant-health rules affecting spice, pulse and vegetable imports from India, and how exporters and importers can prepare.
The European Union has some of the world’s strictest rules for food imports. Importers of spices, pulses, seeds and fresh produce from India should understand the main requirements before ordering.
Pesticide residues (MRLs)
Maximum residue levels (MRLs) are set under EU Regulation (EC) No 396/2005. A product with a residue above the MRL for that commodity cannot be legally placed on the EU market, and unlisted substances are subject to a default limit. Because limits are updated regularly, importers should check the EU pesticides database for the latest values.
Contaminants and microbiology
Other limits apply to contaminants such as aflatoxins and ochratoxin A in spices, and Salmonella and other microbiological criteria. Spices may also be tested for illegal dyes such as Sudan dyes, particularly chilli and paprika products.
Official controls
Some products from certain origins are subject to increased official controls at EU borders. The list changes over time, so check the current EU implementing regulation for increased controls and the Commission’s rapid alert system notifications (RASFF) before ordering.
Plant health
Fresh produce and some plant products need a phytosanitary certificate issued by the exporting country’s plant-protection authority, under the EU plant-health regime (Regulation (EU) 2016/2031).
Labelling and traceability
General food law requires traceability one step back and one step forward. Consumer packs must follow EU labelling rules, including allergen information and language requirements.
How exporters can help
- Supply lot-wise certificates of analysis for relevant residues and contaminants.
- Keep lot-level traceability from farm or aggregation point to container.
- Offer steam sterilisation where microbiology limits require it.
- Share draft documents before shipment.
